In I Kings, 19:12, There was a wind that split mountains, but G-d was not in the wind. Then there was an earthquake and fire, and G-d was not there. After the fire, a “still small voice” spoke to Elijah, and Elijah heard.
Your inner voice is sometimes imperceptible, but if you learn to listen, it’s there. You just have to be quiet.
